If you wish to tag customers by their Country and/or State/Province, you will need to create a form rule. 

Add tags using form rules

• In the form builder, click on the 'Rules' tab.

• Create a new rule for each condition that you'd like to trigger the add tag to customer action. 

• Here's an example of two rules which will automatically tag customers from the United States or Canada:
